Financial Aid to Attend WONCA FFPAI South Asia Conf of Family Doctors


American Board of Family Medicine Foundation (ABFM-F) The Montegut Global Scholars Program (MGSP).

At the Wonca Full Executive Committee Meeting in Cebu City, Philippines, the Executive Committee agreed to accept the generous offer by the American Board of Family Medicine Foundation (ABFM-F) to establish The Montegut Global Scholars Program (MGSP).

Following communication between the Wonca President and the ABFM-F, some clarification on how the award will be managed by the ABFM-F was obtained. These are as follows:

  1. ABFM-F will fund nominees from each of the seven WONCA regions. However, ABFM-F requests that the nominee from the North American region be a physician nominated by the Caribbean College of Family Physicians (ABFM-F believes that the AAFP and CFPC should have sufficient funds to send their own physicians to these meetings if they wish to do so), submitted by them to the WONCA World Secretariat/ Nominating and Awards Committee, and subsequently approved by the North American Regional President.
  2. The ABFM-F would agree that the only viable solution for those regions that do not have staff or committee structures is to allow for the WONCA World Secretariat or WONCA World Nominating and Awards Committee to assist with the identification and selection of candidates.
  3. ABFM-F would request that the Chair of the ABFM-F Board of Directors, currently Dr. Lewis Sigmon, participate in the final review and approval of the proposed Montegut Global Scholars from all regions to assure that they meet the selection guidelines established by the Foundation before any candidates are notified of their selection. The final candidates’ applications would be forwarded to the Chair, and once his review is completed, ABFM-F would notify the appropriate regional Presidents and WONCA representative that the candidates had been approved.   4. It would be permissible for Scholars to travel to another region for a meeting if their region does not hold a meeting. However, ABFM-F would expect a post meeting summary as outlined in the attached policy from each of them just as for all Montegut Global Scholars that attend their respective regional meetings.

The revised version of the MGSP policy document is found below to more clearly delineate the appropriate issues.

ABFM (American Board of Family Medicine) Foundation’s (ABFM-F) Montegut Global Scholars Program Policy and Procedures

Introduction: The American Board of Family Medicine (ABFM) is a member of the American Board of Medical Specialties (ABMS). The ABFM’s primary mission is to certify, for the public good, that its Diplomates have the knowledge and competence to practice the specialty of family medicine in the United States of America. The ABFM-F is a supporting organization of the ABFM. Its primary mission is to support the ABFM’s research and scholarly activities.

The Montegut Global Scholars Program (MGSP) was established by the ABFM-F in April 2010. It was named in honor of Alain Montegut, M.D., a member of the Board of Directors of the American Board of Family Medicine (ABFM) from 2005-2010 and whose career has been devoted to developing high quality family medicine practice internationally, especially in underserved and/or undeveloped countries.

The MGSP was established to foster international education, research and collaboration in the specialty of family medicine. It will support the attendance of one family physician from each of the seven regions of the international organization of family physicians (WONCA) to their regional meetings or to the international meeting in the year when it is held. Initial funding was approved for the period of 2011-2013. In years when the local region does not hold a meeting it will be permissible for the nominee from that region to use the scholarship to attend a meeting in another region.

Funding: The MGSP will provide a $2,000 scholarship for one (1) family physician selected from each of the seven (7) WONCA regions to attend their respective regional WONCA meetings in 2011 and 2012. It will provide a $3,000 scholarship for the selectee from each region to attend the world conference of WONCA in 2013. The selected scholars are expected to devote the entire amount funded toward expenses related to attending the WONCA meeting for which s/he is chosen.

Should additional funding be necessary for a selectee to attend any of the aforementioned meetings, the individual or his/her regional WONCA shall be responsible for the balance. Checks will be cut to the respective regional WONCA treasurer/financial officer for distribution to the scholar.

Once the Montegut Global Scholar’s travel to a meeting is complete, the respective regional WONCA office will be required to submit a financial report to the ABFM-F that will account for the disbursements for the scholarship to the respective scholars.

The ABFM-F is only responsible to the regional WONCA offices and scholars for the set amount of the individual scholarships outlined above. It will not consider requests for supplemental funds for any respective scholarship, either in advance or after the fact.

Scholar selection: Applications will be sought and processed by the respective WONCA regional office. Where the local WONCA region does not have a committee structure or staff which allows for the identification; solicitation of interest from physicians and the ultimate submission of the Application, the WONCA World Secretary or the WONCA World Nominating and Awards Committee will be empowered to assist.

In the instances where the selection and submission of the Application is made by the WONCA World staff it will be necessary to have the application approved by the ABFM-F prior to being awarded. The nominee from the North American region should come from the Caribbean College of Family Physicians and should be approved by the North American President. These applications can be submitted to the Chair of the ABFM-F in written or electronic form.

A standard application form with a copy of the MGSP 'Policy and Procedures’ must be distributed to each applicant. The selection of a scholar from each region will be processed and determined by the WONCA officers for their respective region except as noted above when the local WONCA region does not have the wherewithal to handle the process. When the scholar is chosen by a respective WONCA region or WONCA World staff for a given WONCA meeting, a copy of that person’s application and curriculum vitae should be forwarded to the President of the ABFM Foundation at 1648 McGrathiana Parkway, Suite 550, Lexington, Kentucky, 40511-1247, United States of America, or via email to President@abfmfoundation.org for our files.

The person chosen for the scholarship must be a family physician/general practitioner in good professional standing. It is suggested that the selectee be a physician involved with education, research and/or committed to improving the quality of family medical care in his/her region. Furthermore, the selectee chosen should be a person whom under ordinary circumstances would not have the financial means to attend the referenced meetings, and is not part of the WONCA leadership in his/her region.

The regional WONCA office should assure in advance that the person chosen for this scholarship possesses proper documents/credentials for international travel. Finally, it is suggested that the same individual not be chosen to attend more than one of the three meetings offered by this scholars program. The scholarship selectee should be informed that s/he is responsible for arranging the details (e.g., travel, lodging, etc.) for attending the meeting for which s/he has been chosen.

Scholar Responsibilities: In return for the scholarship, each scholar is required to submit a brief report (in English) after returning from a meeting in their own region or another region to the President of the ABFM-F containing the following information:

  1. Name, practice address and WONCA region,
  2. An essay (2-4 typewritten pages) outlining ‘Lessons Learned’ from the designated meeting that, going forward, could benefit that physician, his/her patients, residency training programs or trainees, or the specialty of family medicine in his/her region.
  3. In the essay referenced above, the scholar should list two (2) or three (3) action items that s/he will implement in their region, practice, or training program as a result of attending the meeting.
  4. Five to six months after the meeting, the scholar should submit a supplemental report to the ABFM-F office. That report should note which of the items listed in 3 above were implemented and which were not. If applicable, it should briefly explain what barriers were encountered in implementing specific failed actions. It should also describe how barriers to implementation for successful items were overcome.

This report will be due to the ABFM-F office [President ABFM-F, 1648 McGrathiana Parkway, Suite 550, Lexington, Kentucky, 40511-1247, United States of America] or via email to: President@abfmfoundation.org no more than sixty (60) days after the conclusion of the respective meeting. Any papers, lectures or presentations by the scholar containing information gained as a result of this scholarship should acknowledge the ABFM-F as a sponsor.
